New Delhi: 5th January;2018: The Winter Session of Parliament adjourned sine die today. 15 legislative Bills were introduced during the session and 10 were passed (excluding the two Appropriation Bills to approve the supplementary demands). Lok Sabha worked for 78% of the scheduled hours and Rajya Sabha for 54%.

Lok Sabha discussed issues related to natural calamities in various parts of the country with special reference to cyclone Ockhi in South India. Rajya Sabha discussed excessively high levels of air pollution in Delhi and the state of economy, investment climate, unemployment and job creation in the country. In addition, the supplementary demands for grants were discussed and passed in Lok Sabha. Time was lost due to disruptions on the issues of triple talaq legislation, remarks made during the recent state election campaign and the Bhima-Koregaon violence in Maharashtra.

Some insights from the Session are:

1.       Shortest session since ’09; Lok Sabha’s productivity greater than Rajya Sabha

2.       16% questions answered orally in Lok Sabha; 22% answered in Rajya Sabha

3.       Largest share of time spent on legislative business; Highest since 2014

4.       Lowest number of general discussions in a session since 2014

5.       Lok Sabha spent more time discussing each Bill than Rajya Sabha, however, fewer Bills are being referred to Parliamentary Committees
